Portland OR
All the artist live there! The housing market is still going strong. It is a great balance of everything!
mild climate, never gets very hot or very cold.
No snow.
This is the west coast best kept secret.
It is today what SF was in the late 60's
Google "portland OR awards" and see what you get!

I HIGHLY recommend going to http://www.usajobs.com
This site will show salary-based and locations for jobs you qualify for. I haven't seen much success with Monster.com jobs.
As for a warmer climate - Florida, Virginia Beach come to mind for mortgage folks because of a steady flow of military folks. Another good area is North Carolina (especially the Raleigh-Durham area). Good Luck.

Well, contrary to what you hear on the drive-by media, real estate in NE Ohio is excellent. We are currently purchasing property for pennies on the dollar. We recently bought a house for 5k! Furnace was newer, electric was updated and it even had AC. I currently have a 4 plex that I am selling. It needs nothing! Everything is updated, remodeled and ready to go. Final inspection to be completed next week. $700-$850 positve cash flow a month. please provide proof of funds or pre-approval if interested. Thx......

I really like my home town, Orlando. Now I know what you are probably thinking, "oh no, the city that Mickey built." But that is not true. The real Orlando, actually about 20 miles northeast of Disney, is actually a vibrant city with a lot of history. Little known fact, Orlando itself is actually just a small part what is popularly considered "Orlando," a metro are with more than 2 million residents. I live in Winter Park, home of excellent schools for your children, the South's number 2 private college, a few museums, world reknowed art festivals, and a small town feel that can't be beat. Just a few minutes commute for the hustle and bustle of Orlando, and a nice buffer of 30-45 minutes from the tourist area. Beaches are within an hour. More info check out the Winter Park, FL article on Wikipedia, or do a search. More info can be found at the following websites:
-www.theotherorlando.com
Also remember that "Orlando" includes other cities that also have excellent schools. In Orlando, Baldwin Park shares Winter Park schools. There is also Maitland, Lake Mary, Oviedo, Tuskawilla/Winter Springs, and Lake Nona/Orlando just to name a few of the great places to live. Plus, real estate wise, it's a buyers market here.
As far as relocation programs, I think those will be hard to come by.
